The Pennsylvania Budget and Policy Center has released a report that illustrates just how confusing and difficult it can be for voters to get ID at a PennDOT location. 47 volunteers seeking an ID for voting purposes at 43 different PennDOT locations found several obstacles:
- Only 13% of the PennDOT offices had proper signage
- 30% of the volunteers were incorrectly told they would have to pay for an ID
- Many counties either have a PennDOT office that is open only for very limited hours, or do not have one at all.
The report, which can be read in full here, was used in the Voter ID trial to demonstrate the challenges that even those voters who are able to get to a PennDOT location face in complying with the law.
