New Proposed Legislation to Authorize Early Voting

Representative Anthony DeLuca has introduced legislation, HB 361, to authorize early voting in Pennsylvania.

This Bill uses previous HB 1001 as a model, and as Rep. DeLuca explains in his memorandum, it is “nearly identical” to the previous legislation introduced by Rep. DePasquale. Because there is a national trend towards early voting, this Bill seeks to “increase voting access” by permitting early voting in Pennsylvania. This early voting process is modeled after Florida and would permit voting fifteen days prior to the election at specific voting sites. Voter ID would be required, early voters would be required to sign an affidavit, and county boards of election would be required to track early votes to make certain people did not vote twice.
