The Law Center, along with over 150 organizations across the country, has signed a letter urging Congress to pass the Keeping All Students Safe Act, which will create restraint and seclusion standards in schools that will better protect both students and staff. The Act will promote a shift towards conflict management and positive behavioral supports, diminishing the need for unproductive and often dangerous restraint and seclusion practices. In 2009-2010, 40,000 students were restrained, 70% of whom had disabilities, with only 1/3 of states restricting restraint and seclusion to emergency situations. Passing this law will limit seclusion and restraint to these emergencies, allowing for safer and less restrictive measures to be used whenever possible.
